There is no reason to have a physical building for the EU parliament (or any other parliament) to work. We had proof of concept of this with remote voting during the pandemic.

All parliamentary activities can be run on the cloud a part from secret voting, that can be done on a local level like ordinary ballots.

Decentralizing the EU parliament will reduce the costs, and will allow to increase significantly the number of representatives. I unironically suggest to increase it 10 times.

The more representatives, the more direct contact between them and the citizen on the territory, the less influence of lobbies and private media in the electoral process.
