A "no CO2" reward

Ice is melting and we need to reduce CO2.

We should make a carbon tax on fossil fuels in the EU and pay back the revenue from the tax as a carbon dividend to the citizens. Each citizen getting the same amount.

Citizens will profit from the carbon dividend if they do not contaminate. If they do contaminate they will pay the carbon tax.

This idea will make it profitable for corporations to close down their use of carbon and it will make EU independent from Russian gas and Saudi Arabian Oil.

Best regards,
Jan Kristoffersen
Candidate for the European Parliament and the Danish Parliament /Alternativet.

EU can start producing itself all the fuel it needs at low cost, to stop all the import, and to start exporting clean fuel and systems for hundreds of billion euros, at a great profit rate.

Ideal fuel for that purpose is the MOH compressed (CMOH) or liquefied (LMOH) Gas Fuel, produced out of WATER.

The Stoichiometric Ultrasono-Modified Oxy-Hydrogen (MOH, Ohmasa Gas - patented in 2011 in Japan), is a safe, cheap, compact and 100% clean and renewable gas fuel and energy/hydrogen storage.

MOH can be generated out of plain water both industrially, or on-demand, inside the households or businesses themselves, if they have the room and proper conditions available, or in a cooperative mode, supplying several neighbor homes or businesses.

A MOH Plant can produce Power, Heat, Car Fuel and Cold. It can also generate tap water from the air for drinking and irrigation, desalinate / de-ionize sea water, heat and light greenhouses etc., at almost zero cost. A 200kW Plant can be roomed in a small 20' (6m) container, and moved everywhere.

MOH gas fuel's generation will be based on the lately invented high-effective water-electrolysis methods, allowing 1 liter of MOH to be produced with as low power consumption, as 0.4 Wh/L, 10 times less the standard rate of 3.8-5Wh/L, reported by the Oxygen-Hydrogen Gas-generator serial producers today.

Combining that superlow power consumption with the extremely high temperatures (over 5,500 deg.C), performed by the MOH's Cold-plasma flame, while heating UHTC refractories as ZrO2, SiC, Ta4HfC5, etc., MOH can be produced by Power-Autonomous Plants, consuming only water and no other energy or fuel coming inside the plant, at a cost, close to zero.

MOH Power Plants are simple compact and modular machines, with simple maintenance and unlimited life. They do not need any sunshine or wind to run, just water. A 200 kW MOH Power Plant can be roomed in a 20' (6m) container, to work inside it, and to be shipped everywhere. All it needs to work, is technically clean water, coming out from a grid, well, river, lake, rain, tank. If a de-ionizer is added, the Plant can consume SEA WATER as well.

The only waste after the MOH's production and usage, is clean water (steam).

MOH is safe - it cannot be ignited by a spark at normal conditions, unlike the pure hydrogen, which is extremely flammable and dangerous for everyday household or automotive usage.

MOH can be safely filled in light carbon-composite, or in regular CNG and LNG bottles/tanks, and stored for years, without any leakage or material diffusion, embrittlement and damage, performed usually by the pure hydrogen.

MOH is ideal fuel for cars and all other vehicles as trains, ships, airplanes, rockets, etc. It can burn perfectly in standard, gas-converted Gasoline IC engines, gas turbines, jet engines, hypersonic rocket pulse-detonation engines, etc. MOH is highly calorific and perfectly applicable for steam boilers, furnaces, ovens, welding machines, heaters, incinerators, etc. Every Coal or Gas Power Plant could be converted to burn Clean MOH at a penny-cost.

One m3 of liquid MOH contains 2.5 times more kilograms of Pure Hydrogen (167kg), than 1m3 of liquid Hydrogen alone (70kg), and can be produced with much less power. Therefore MOH is also the most perfect, compact, cheap and safe Pure Hydrogen Storage. Hydrogen can be easily extracted out of CMOH or LMOH, even on-board, using a simple molecular sieve membrane. Pure Hydrogen can be used for various applications - as a fuel for FCEVs, as a lifting-power agent in container-modular airships, airship platforms, heavy-load cranes and lifters, etc.

EU can undertake replacing all the fossil and nuclear fuels just in few years, by starting it's own production of MOH. It will allow all the fuel import to be stopped, and an entire new giant economy with thousands of new businesses and millions of new jobs to emerge. It will be a great executive solution of the global pollution, economic crisis and social problems not only for the EU, but for the entire world as well.

A wide range of MOH-based, water-fueled and power-autonomous systems as : power & heat plants, gas-fuel refineries, high-temp furnaces, waste incinerators, water purificators, de-salinators, de-ionizers, dryers, heaters, and pure hydrogen fuel-cell power generators for FCEVs etc., could be produced, except the MOH fuel alone, and sold worldwide. It will extremely increase the EU's overall econonomic strength and its international political and economic role.

Assisting for extracting and condensing water vapor from the air, MOH technology can turn deserts into gardens. It can also help in pumping out water from deep wells, and for irrigating vast rural dry areas, creating plenty of foods. Offering unlimited source of heat energy, MOH Greenhouses could be built in cold and even Polar regions, with possible applications of modern food production technologies as vertical farming, hydroponics, etc.
EU could start a mass production of its own low-cost Tropical Fruits, aquaculture, etc. for local consumtion and for export.

There are a lot more amazing applications, shown on our website below.

Thank you for raising the issue and sharing this idea on our platform.

Are you aware of the steps to follow to draft and register a European Citizens’ Initiative? Are you currently looking for partners and/or for further developments of your idea?

Please note that you can find useful information and guidance notes in the LEARN section of the Forum, especially in terms of procedural steps or tips to draft an initiative (https://collab.ec.europa.eu/wiki/eci/display/ECI/Learn).

If you are looking for partners to form a citizens’ committee, make sure you check out the CONNECT section of the Forum (https://collab.ec.europa.eu/wiki/eci/display/ECI/Connect). Here, you can search the database, identify users committed to your same cause and contact them to be potential co-organisers for your initiative or even for advice.

A similar idea was brought up on this Forum. Would you like to discuss it with the concerned user(s) in the comment section or contact the author using the CONNECT section? You can find the discussion here: https://collab.ec.europa.eu/wiki/eci/display/public/IDEAS/Carbon+Fee+and+Dividend%2C+the+solution+to+climate+change+that+everybody+can+understand+and+support.+

Let us draw your attention to the existence of EU policies on the issue you are raising, such as the EU Emissions Trading System (EU ETS). Please find more information following this link: https://ec.europa.eu/clima/policies/ets_en

If you have already started to draft an initiative and are looking for advice (whether legal advice, or advice on campaigning, fundraising, communicating, or other aspects), check out the SEEK ADVICE section of the Forum in order to receive tailor-made feedback on your proposed initiative (https://collab.ec.europa.eu/wiki/eci/display/ECI/Seek+advice).

If you have reached the stage to be ready to register an initiative, the Official Register of the European Citizens’ Initiative might be more adapted to your request: http://ec.citizens-initiative.europa.eu/public/how-to-register.
