EU Banking App Laws Authentication for Payments

My bank said EU laws force banks to offer an app confirmation only for online payments. I have to wait for many minutes for the confirmation window to change and offer the option for a text because my device’s O/S is old and cannot update to the banks latest app and also I do not have a smart phone. I am being digitally and financially discriminated against because I cannot afford a new device.  Not everyone has a smart phone or the latest phone. I need the offer of a text or an app confirmation from the beginning.

It is an overall good thing that security for online payments has been getting better, but as you clearly stated, people should not be left behind.

I do think this is an issue with your bank and the app your bank uses though, as the banks that I use offer SMS and APP confirmation whenever I make a payment without having to wait.
