Carbon Fee and Dividend, the solution to climate change that everybody can understand and support.

Climate change is real, it’s us, it’s serious and there is an effective solution that economists and scientists agree works.

A steadily increasing fee on fossil fuels will reduce pollution by leading companies and consumers to choose cleaner, cheaper options. The money collected is allocated fairly every month to Europeans as a dividend. The EU and Governments keep none. Most low and middle income families will be better off. A border adjustment protects the economy and drives global adoption. Other benefits include: Health (air quality); Jobs (clean energy economy) and reduced government spending (policy alignment).

Hi, I like this text and would support it in an ECI. 

Some thoughts about what such an ECI could address:

1. Citizens of the EU should receive the proceeds of CO2 duties / levies, which are caused by EU legislation.


2. The amount of these CO2 duties / taxes is to be increased annually according to achieve the Paris target of max. 1.5 ° C global warming.


3. These duties / taxes are intended to cover all negative climate effects of the production and transport of imports, products and services.


4. Exceptions should exist only for those products and services that can prove a complete CO2 compensation over their entire value chain.


5. The measures affected by the European Commission as part of this initiative will be broadly anchored in the population through a representative survey of EU citizens.


The aim of this initiative is to use international trade as a lever to minimise the harm of global climate crisis. For the EU citizens and economy, these measures should have a revenue neutral effect. The aim is to reward the use of CO2-saving products and services.

It's pretty the same idea I think, maybe a variant focussing on imported CO2. Example given: If rainforest is burnt to grow soy beans or palm oil than this "imported" CO2 should be taxed. There are estimates that the burning of forrest accounts for more CO2 than what we produce with our local lifestyle. Of cause every CO2 source needs to be addressed sooner or later. So I am happy with any starting point.

We will need to change a lot of legislation. Kyoto didn't make a dent in the CO2 trend and Paris looks not more promising.
