- The new Regulation substantially simplifies the signature collection process by harmonising the data collection, by the introduction of a new centralised online collection system and by giving the possibility for member states to lower the minimum age for signature to 16.

- Organisers are flexible in starting the one-year period of collecting signatures during the six months after registration.

- The new Regulation provides the possibility of ‘partial registration’ and gives the option to organisers to revise their proposal.
