Reducing the number of cars on the roads

Climate change is not a new thing, it has been mentioned for decades, movies have been made, charts, graphs, debates and the result is still not seen



How about if there would be a rule that for any new car built, 10 old cars would be destroyed? Too many old and polluting cars on the road, too many accidents due to the lack of proper security features (e.g.: driving assistant, sensors for parking or dead angle, lights to turn on by default)?
